What do experts say about HVAC Systems and Air Filtration and the effect on COVID-19 transmission?

ASHRAE leadership has approved the following two statements regarding transmission of SARS-CoV-2 and the operation of HVAC systems during the COVID-19 pandemic:

  1. Changes to building operations, including the operation of heating, ventilating, and air-conditioning systems, can reduce airborne exposures.
  2. Ventilation and filtration provided by heating, ventilating, and air-conditioning systems can reduce the airborne concentration of SARS-CoV-2 and thus the risk of transmission through the air. In general, disabling of heating, ventilating, and air-conditioning systems is not a recommended measure to reduce the transmission of the virus.

Additional conclusions and recommendations:

Filtration technologies, in which particles are removed by attaching them to the media (often called mechanical or media filters), have been documented to be capable in many cases of reducing the particle concentrations substantially, including reductions from levels being above to levels being below the associated regulatory exposure limits for reducing health risk set by recognized cognizant authorities. 

CDC guidance for the approach to reduce exposures to SARS-CoV-2, the virus that causes COVID-19.  

  1. SARS-CoV-2 viral particles spread between people more readily indoors than outdoors. When indoors, ventilation mitigation strategies can help reduce the concentration of viral particles in the indoor air. The lower the concentration, the less likely some of those viral particles can be inhaled into the lungs (potentially lowering the inhaled dose); contact eyes, nose, and mouth; or fall out of the air to accumulate on surfaces.
  2. Increase air filtration to as high as possible without significantly reducing design airflow. Increased filtration efficiency is especially helpful when enhanced outdoor air delivery options are limited.
  3. Make sure air filters are properly sized, installed and within their recommended service life.

Inspect filter housing and racks to ensure appropriate filter fit and minimize air that flows around, instead of through, the filter.

  1. Non-healthcare building owners and managers should, at a minimum, maintain building ventilation systems according to state and local building codes and applicable guidelines. Ensuring appropriate outdoor air and ventilation rates is a practical step to ensure good indoor air quality.

The general consensus from both CDC and ASHRAE appears to be that increasing both ventilation and filtration can reduce the risk of COVID-19 airborne transmission.
